April 2006 - Otter Tail Power Company, an investor-owned utility serving nearly 130,000 customers in three Midwestern states, has lowered the rate charged for its TailWinds green power product to 1.6¢/kWh from 2.6¢/kWh. The premium adjustment resulted from a combination of factors, including a lower-cost source of wind energy; an increase in the embedded generation cost to which the renewable energy cost is compared; and reduced marketing and promotion costs for the program.
The price change is being applied retroactively to September 1, 2005, meaning that active TailWinds customers will receive a refund for the difference between the two rates. In addition, the utility has extended the availability of the program with the signing of a 15-year wind power purchase agreement.

July 2001 - Otter Tail Power Company, an investor-owned electric utility serving nearly 250,000 customers in Minnesota, North Dakota, and South Dakota, announced plans to offer its customers a green pricing option. In August, Otter Tail plans to launch its TailWinds program, through which customers can purchase 100-kWh blocks of wind power for an extra $2.60 per month, or a premium of 2.6¢/kWh. The green power will be supplied from a 900-kW wind turbine currently under construction along Buffalo Ridge in southwestern Minnesota.
Earlier this year, Minnesota enacted a law requiring the state's electric utilities to offer customers voluntary options to purchase power generated from renewable sources.
